Intermediate Level – Aligned to BS 8674 Progress from Foundation to Intermediate

The ProQual Level 4 Certificate in Fire Risk Assessment (Intermediate Level) is designed for individuals who have completed Foundation-level training and are developing towards competent, independent fire risk assessment practice.


Aligned with the competence framework outlined in BS 8674, this qualification strengthens technical knowledge, analytical ability, and professional judgement, supporting progression toward independent Fire Risk Assessor status.


This qualification bridges the gap between foundation level buidlings and intermediate professional practice.


Where This Qualification Sits in the BS 8674 Framework

Under BS 8674, fire risk assessor competence develops through staged progression:

Foundation Level → Intermediate Level → Advanced Level

The Intermediate Level focuses on:

  • Compartmentation and fire resistance

  • Fire detection and alarm systems (category overview)
  • Emergency lighting fundamentals
  • Basic smoke control principles
     

Assessing a Range of Premises Types

The course supports assessment competence in:

  • Small to medium commercial premises
  • HMOs and low-rise residential buildings
  • Mixed-use premises
  • Offices and retail units
  • Premises with standard risk profiles

Complex, high-rise, or specialist premises may require advanced-level competence beyond this stage.


Professional Reporting & Ethical Practice

  • Structuring clear and legally robust FRA reports
  • Writing prioritised action plans
  • Avoiding over- or under-specification
  • Maintaining professional boundaries
  • Recognising limitations and when to refer to specialists
  • Understanding CPD and ongoing competence requirements under BS 8674

This course does not entitle the learner to any post-nominals but does provide access to membership of many institutions and associations where post-nominals can be used.

Entry Requirements

Candidates for this Qualification Should:

- Hold a Level 3 Foundation Fire Risk Assessment Qualification (or equivelent)

OR

- Have at least three years proven occupational experience in the field of fire risk assessment,


The course equips you with considerable knowledge; however, learners are still expected to undertake self-study and research in addition to the provided learning to successfully complete the post-course coursework.
